There is no advantage, none at all. Those who do instruction for the Utah permit will stress that there are 36 states that have reciprocity with Utah. What they don't tell you is some do not allow reciprocity unless you are a Utah resident (FL for example). So buyer beware of any multi state permit. What they also will not tell you is that you can get the same reciprocity with a permit from NH, PA or FL. None of these permits will make you go to another permit class. The do not require you to pay an instructor to tell you what you already know. This is why they don't tell you this.

Personally I feel that if you spend a lot of time in that state you should get a permit for that state. I do not want to tell deputy dog that my Utah permit with a CT address is valid in jerkwater AR. That cop may not even know about reciprocity and I do not want to try to explain it to him. Better to hand him a document he sees is from his own state.

You are correct. My last check showed 13 states who will accept CTs permit. CT will not honor any permit from any state.
