Yes it's true. It was part of the Concealed Carry Improvement Act signed by Gov. Hochul in July 2022. This background check on ammo went into effect on Sept. 13th.

That NY'ers are surprised by this is no different that CT people being surprised at the AWB being expanded on 6/6/23. They were not paying attention to what their politicians were doing to them. Plenty of warning this was happening in the NY local media and on social media.
