And those prebans you speak of, have been banned according to the law since it was in place. Learn to read. They were never good to be transferred. People were just antsy. It was clear as day what was banned by name
Um no tinfoil here but they banned bump stocks possession with no compensation. They did that without even making a law.

Speaking of paying attention, it should have been imminently obvious a long time ago that California does not let a lack of finances stop them from spending. They get deeper in the red every year, and not only are they not cutting things from the budget, they continue to find new things to spend for. You're premise is demonstrably flawed.
But it will be like teaching a pig to sing, a waste of your time, and you'll only succeed in anoying the pig.
